Studied Law in Katowice (Poland) and received a doctorate from Wroclaw University in 1981; 1973-88 researcher at the Silesian Institute in Opole; research stays in Bonn/Konstanz (scholarship from Alexander von Humboldt-Foundation); 1990-92 lecturer at the Seminar for Political Science at Bonn University; Numerous publications in the fields of political science and constitutional law.
Since 1992 Head of the Eastern Europe Department at KAAD.

Dominic Ko Ko Lwin (Myanmar)
When Cyclone Nargis hit Myanmar in April 2008 and left 84.000 people dead and hundreds of thousands without shelter, it was Dominic Ko Ko Lwin, KAAD-Alumnus, who played an important role in the rebuilding process. According to Father Henry Eikhlein, director of Caritas Pathein, Lwin was as a Caritas project coordinator „of greatest importance for the success of the rehabilitation project”.
